Silicone gloss is quite noticeable...

...and hard to eliminate. I don't know if you could sand the surface. You also need to wipe it thoroughly off the surrounding area, and the silicone sinks on setting so you can't fill flush.
(I had your exact idea and have tried it. It is much better but no where near 95%.)
For a while GE used to sell a black version of silicone that dried not glossy but matte. I used it to fill a few things I shouldn't have, including cracks in brake hose outer jackets so they would sneak past safety inspections.
They didn't call it matte, just switched from glossy to that for a while. I've thought of looking up an 800 number or e-mailing them to ask if there's a way to get that product still.
It also picks up dirt different than the surrounding dash.
I posted on here a week or so ago about my ongoing experiment, filling cracks in a spare dash shell I have with epoxy that I mixed a little black artist's oil paint into; but you have to keep it off all surrounding areas or clean it before it sets, and fill in multiple steps as it's hard to get enough in all at once to even come near to the top. Check my prior posts for other considerations.
