The headlight washers activate when you pull the wiper lever to clean the windshield. The run for 5 sweeps and then park.
New motors are ~$120. Used motors from eBay are ~$25.
Your best bet is to test the wipers and see what is wrong. Seperate the electrical plug. Ground the black wire, and feed +12v to the red and yellow. The wipers should activate.
If not, take the motors off (you'll need an 8mm to remove the wiper arm and a 10mm to remove the mounting nuts). Using two small flat headed screwdriver's, carefully pry the back cover off. Most likely the large grey gear is stripped (that has been my experience anyway). You cannot find the gears seperately.
All things considered, they are probably not worth the effort. Do you live in an area with snow? The first time I drove in a snowstorm (the kind that freezes about an inch of ice to the front of your car) the wipers couldn't move and stripped the gear again.
