You definitely don't have an external voltage regulator unless it was added as an aftermarket item.
Often what happens is that the ground cable between the alternator and the block is frayed internally and isn't conducting electricity. An easy check would be to get a 10 gauge wire and, before starting the car hold one end on the alternator case and the other end on the negative terminal of the battery. Have somebody start the car and see if the alternator light stays on. If it goes out, that's your problem.
