Congratulations on your SAABs.
For #1, it's possible that the contacts on the fuel pump relay are so bad that they have welded themselves together. This assumes that there's not a cobbled bypass around a failed output on the ECU. The only way to be sure is to go in there and see if there are any wires butt-spliced in where they shouldn't be.
Driver's window - anything from a bad switch, burned-out window motor, seized window gearbox, to rusted joints on the window-raising mechanism. Usually a slow window is from a bad switch. An easy diagnosis is to plug the connector from the driver's window on the switchpack to the one for the passenger side. If it doesn't work, you'll need to get in there to do some more tracing.
Dash lights might be burned-out bulbs, bad dash rheostat, or lord only knows what under the dash if it's been cobbled.
E-brake might be from bad e-brake cables. Water gets into the housing past the bellows at the ends, rusts the cables, and the e-brake can't be released easily.
Brake pedal goes to the floor. That's an easy one - worn master cylinder. Replace it. But make sure that the bleeder nipples on the calipers can be opened before you do it.
They are fun cars. I'm on my 3rd SPG and love 'em all. Some day I'll get a 9KT, but it'll be a while.
