I assume you have already removed the outer oil pump housing from the engine?
Otherwise, do that first. If you are really lucky it might be a stump of the bolt sticking out that you can grab with a wisegrip plier.
If the bolt is broken below surface you can try first of all with an angled pick tool (dentist tool) and see if you can get it to rotate outwards. Sometimes even when the bolt is broken off it is not jammed in the threads and if you can find a little edge for the picktool you might be able to thread it out.
Trying to drill an extractor hole perfectly in the center of the bolt using an angle drill down there will be a challenge even if you have done it lots of times before.
You CANNOT allow the drill bit to stray off center since it might move into the aluminum, effectively locking the bolt.
I would try to find a left hand threaded 1/8" drill bit and use an angle drill that runs backwards.
That way, while trying to drill the pilot hole, you might even get the bolt loose and it comes out without even having to use the extractor.
I can't promise though that you have room down there in front of the steering rack and pipes for a standard angle drill attachment or even an air driven angle drill?
