the makita right angle drill is very goo for that. not an easy job though. start by getting the car up on blocks as far as possible. i./e. mulitple lifts. you will need lots of elbow room. then pull the cover and go from there. prolly a with about 3/8 out of the chuck. take your time. as swedecar indicated you may be in luck. i puilled an engine to get a busted exhaust manifold bolt only to find out that i was able to rotate it with a center punch!! you may be able to fab a littel right angle tool ala a ground down piece of tool steel and rotate the leftover stud with a small hammer. the bulkhead refers to the fire wall. you could drill a hole with a circle saw and then use a rubber grommet to plug it.
