Unless you are pulsing back down from full boost, it's probably not and anti-knock issue due to lean mixture.
A steady base boost until higher RPM is strange, and I don't have a definitive answer. I would go through this list:
Make sure the APC box is plugged in. Take cover off APC box and look for any broken solder joints on the circuit board connectors. Regap plugs to 0.024"(you're using ngkbcp7es or ev). Clean all grounds. Check distributor rotor for 1000 ohms between the tip and center conductor. Clean the APC solenoid with carb spray and wd40. Make sure the wastegate is free and no loose bolts on wastegate controller bracket. Set timing to 16 btdc. Makes sure the distributor module arm is hooked on the distributor baseplate peg. No turbo plumbing leaks.
If still no good, I'd swap in another AMM and APC box.
