A lot depends on where you're measuring the voltage, and with what.
If the voltage is really dropping below about 12.5 volts, the ALT (BATTERY) light should be glowing on the dash. If the ALT light isn't coming on, first make sure it works - with the car off, turn the key to ON but don't start the car. The light should be on brightly, and go off when started. If not, fix the light/wire to the alternator.
If the ALT light isn't glowing, I would suspect that you either aren't measuring the voltage at the right place, or there is a wire issue. You should try measuring the voltage right on the battery. If that doesn't look right, put the voltmeter between the alternator case and the chassis - it should be less than 50 mv (0.05 volts). If not, make sure the alternator ground is good. Check the voltage from the big connection on the back of the alternator (BIG red wire) to the + of the battery - again, less than about 50 mv difference. If not, that wire is in need of replacement.
