Sounds like several wires are cross connected behind dash.
The fan motor should NOT come on when you press the REC button but it should come on when you turn the A/C selector switch to the lower big arrow (next step after off) and it should come on full speed at that position.
The most common cause when the blower motor is not working over the fan switch on dash is that a thin wire on top of A/C selector switch has been pushed off when someone installed the radio cage. But since you say that the fan comes on with a push of the REC button all bets are off what could have happened behind there.
You need to get your hands on a wiring diagram and trace each wire to its proper position or maybe spend some money with a Saab professional that could see right away what wires have become messed up.
