If you have a Bentley, the wiring diagram is on page 371-137.
When the air distribution switch is in the MAX position (like you mentioned), the circuit bypasses the resistor pack and just runs the fan at full speed. But, when the air distribution switch is in any other position (except for "off"), the fan control circuit is routed from the fan control switch through the resistor pack to the fan.
Bets are that the switch is good, but the resistor pack has gone bad. It's located on the air duct and should be visible when you take the left speaker cover off.
