Sounds to me like you've got a leak somewhere. Check for continuity on the various AC sensors (anti-frost sensor at the evaporator, overheat sensor in the upper radiator hose, and freon pressure sensor on the reciever-drier in the RF wheel well). That should tell you why the system is not going on.
The second cooling fan should cycle on when the AC system is fully charged (continuity at the pressure switch) and switched on.
The inverse is also true- after I remove AC components from my cars, all I have to do is jump the connectors that used to be on the pressure sensor together and the snowflake button and AC cooling fan relay will activate the second cooling fan. I do not recommend jumping these two together unless you have removed the componentry. That switch has a purpose when the AC is still present.
If the overtemp switch is faulty (possible, since it's only when the car's warm) just drain the coolant and replace that thermoswitch.
If the anti-frost switch is faulty, it will deactivate the AC compressor clutch.
If the pressure switch is bad, well, I can't explain that one. It shouldn't work at all if that one's bad. Don't remove this switch without discharging the refrigerant. Lucky for you eeuros has reciever-dryers on sale this month.
