A few questions -
With the car off, the turbo needle should point to the gap between the white and yellow. If it doesn't, that's an issue with the gauge itself.
Did you boost to the end of yellow/beginning of red before? Do you still?
The needle reading high indicates less vaccum at idle. This could be due to two things. First, there might be a slight leak in the hose between the intake manifold and the turbo gauge. That would let some air in, and the gauge would read higher. The other would be if the idle speed has changed. A higher idle speed would end up as a slightly higher gauge reading, as the throttle is a little more open.
Have you noticed any other changes to the car? Is it performing better, worse, same? Also, you've had your valves adjusted - in '82 the valves were shim-adjusted. The engine is an air pump that happens to drive your wheels. That will impact airflow and vacuum some.
