If you aren't in the US and have E-code headlights, I believe that you can take the lens off and clean it out.

For those of us with DOT-spec headlights, you can take the headlights off, swirl rubbing alcohol around in them, drain them, and dry them out with a hair dryer.

If you're getting lots of droplets in the headlights, you might want to inspect them for cracks in the plastic and for worn O-rings on the bulbs.

I believe that they get moisture in them from the thermal effects fo the halogen bulbs: when the bulbs are hot, the headlights pressurize and 'breathe out' past the O-ring. When the air inside the headlights cools after they're shut off, the pressure inside drops and they 'breathe in' moist air past the O-ring.
