A failed turbo won't cause the boost gauge to get stuck. The boost gauge measures intake manifold vacuum, and that varies all over the place (normally) as you change engine speed and load. The line between white and yellow is atmospheric pressure, just what you'd see if the vacuum line to the gauge fell off.
There is a 3-way 'T' fitting in the engine compartment - one hose goes to the throttle body, one through the firewall to the boost gauge, and one forward to the APC solenoid on the radiator. Start with that. It's very common for the rubber hose to dry out and crack, and simply break right at the end.
Not all turbos make a lot of noise. And if you've got a big vacuum leak now (as you do) it will make a hissing noise that may drown out the turbo noise.
