It's also called the Turbo Bypass Valve and it's located on the rubber boot between the plastic AMM-to-turbo duct and the turbo inlet.
It bypasses air back from the throttle body to the turbo inlet when you close the throttle suddenly. The vacuum in the intake manifold opens the valve.
The reason it's there is that, when you close the throttle suddenly, the pressurized air from the turbo has no place to go and the throttle plate reflects a pressure wave back to the turbo and stalls the compressor wheel. It takes longer for the turbo to come back to speed when it gets slowed down like that than it does if the pressurized air recirculates.
