Using the sight glass you need to keep the engine at a higher rpm (1500-2000) while slowly filling through the low pressure port, stopping the fill now and then.
If you fill when idling the sight glass indicates full a little bit to early.
Yes, as you can understand, using the R134a with 0.4lb less of a charge will leave some bubbles in the system but it is still possible to do it for a weathered A/C technician. But then again, if you do a lot of A/C jobs you have a measuring scale and get it right the first time without second guessing.
I used to have a professional A/C scale (looks almost like a bathroom scale) where I placed the 30lb can on and could see the amount of freon going in. Now I have one of the full on A/C machines where I dial in the amount to send into the car.
