I would guess it is reduncancy, it makes sense. When I bought my '87T/auto, there was only one belt which I did not notice. Of course, one mile from where I got it from, that belt broke. This was on a Sunday afternoon, in December, snowing like crazy, in the middle of small town USA and the only parts store open within 30 miles had one belt in stock. We towed it to a friend's pole barn a couple miles away to replace it. The pole barn had no heat, no power, and we only had a few hand tools. Three hours later I was back on the road. Moral of the story: Always use two belts!
