What's wrong with it and where is it disconnected?
If it's disconnected at the lever, be sure the adjuster-bolts are still present, grab a 10 mil and go to town. If it's disconnected at the calipers, be sure the piston adjustment screws are right and pull the caliper lever down enough to slip the end fitting of the cable in place.
If the parking brake drags after you do this, either the caliper is hung up, the piston travel screw is too tight, the slide pins are binding, the cable is too tight, or your rear rotors are warped. I've found that worn and warped rotors require the piston limit screw to be backed out so far the pads will vibrate and make noise.
For example, the right rear rotor on my '92 is visibly blue and out of true and won't give you the usual warped-rotor-shudder, but it will go clunk-clunk-clunk after you release the parking brake and start moving.
If the piston travel screws are too tight, the wheel will stop when you spin it (in the air) since the brakes are in effect stuck on.
If the parking brake actuating lever on the caliper is sticking, you can hit the pivot point with a shot of penetrant and maybe cover it with something, but I only got a year or so out of the caliper after I did that.
If the pins the caliper slides over are visibly dry, you may want to hit it with some sort of high-temperature brake-specific lubricant.
