1. See if they'll let you get away with timing at 14 degrees
2. What are your HCs at? If they're really low, trying bringing the car in cold. Lower engine temp = less NOx
3. How's your cooling system? Try flushing it, adding some water wetter in there.
4. Add a pint of DryGas in there.
5. Run a couple cans of GM Top Engine Cleaner through the intake. It'll clean out carbon deposits in the head and should lower intake temps. I've had this alone squeak cars through...
