Your HC is pretty low, which probably means the engine is good & warmed up, and everything is working more or less as it should. When the engine is cold, the mixture is richened to keep it running - and a colder engine + a little excess fuel might knock the NOx down a bit. 14 degree BTDC will definitely take the the NOx down even further.
If the coolant is 2 years old, you're probably approaching time for a flush anyway - might as well do it now, it may get the car through smog. Anything to help keep the engine cool will reduce NOx. I usually run 30-40% DexCool and the remainder distilled water, topped off with Redline Water Wetter, for whatever good that does.
"Dry Gas" is alcohol. It'll help lower combustion temps and doesn't produce any real emissions, so it may knock the NOx down.
The Top Engine Cleaner does make tons of smoke... :) Maybe do it in an unused parking lot somewhere over a weekend?
I have no clue what the real story is on various grades of gasoline. I suspect it ultimately doesn't matter, since we're talking no engine load at low speeds. I doubt the additional knock-resistance the higher octane petrol offers is useful here. If you're filling with Shell or Unocal, I'd probably go with the high octane stuff, since it'll have the highest alcohol content of the three grades. :) When it comes to keeping combustion temps down, alcohol is your friend. :)
