If the timing is 16 deg BTDC or lower, then you're running lean (and you may well be running lean, anyway.)
Have you changed out the vacuum hoses and the rubber bushings that hold the vacuum nipples into the intake manifold and valve cover?
Really, don't just check the vackuum hoses, change them. You'll spend lots of time chasing down vacuum leaks.
I don't know whether you poured a can of denatured alcohol in the tank before you tested, but that helps to cool the combustion chambers a lot, too. High combustion chamber temps are what cause high NOx.
