It seems to be running too lean. 0.03 to 0.08% CO is too little on a mid 80s car.
A too lean condition will bring up the combustion temperature and that will drag the NO gasses up too.
Maybe the air mass meter is bad?
Do you know how and have you checked the fuel mixture by hooking an analog volt meter to the test port behind power steering reservoir?
It is a test plug with three wires and you hook the volt meter up between two of the wires and see if the needle is fluctuating between 0 and 12 volt in an even speed.
I don't remember the color of the two wires but it has been mentioned before on this board so you might find the answer by searching.
If the volt meter stays at zero the mixture is too lean and if it stays at 12 volt it's too rich.
