Good job. While you're under the dash, check the vacuum line that goes through the firewall, tees twice and goes to the manifold pressure gauge, turbo pressure sensor and over-boost switch. You can check this as a whole by finding the end that's in the engine compartment and seeing if it all holds vacuum, then finding the culprit under the dash if it doesn't. It's probably not in too bad of shape as you already stated that the boost gauge is registering (you also indicated your boost is limited, but that's possibly an APC system problem, or hot or lean running (causing detonation), etc).
BTW, the vacuum lines associated with CC are an independent system. They're not connected to manifold vacuum -- they just interconnect the CC vacuum pump, the CC actuator, the brake and clutch switches, and the boost cutout switch.
