When it's cold in upstate NY (I'm a ex-Syracusan), the A/C doesn't really help that much. The defroster heat drops the relative humidity in the car enough (and provides direct heat) to evaporate moisture or frost accumulation on the inside of windshield.
My experience is that the times that the A/C is really helpful are when it's moderately cold and very damp and the times that you run with the recirculation flap closed for long periods of time.
Up to the early '90s, no car I ever owned had A/C and the defrost worked well.
I'd suspect that, if the A/C compressor hasn't been run for a long time, the seals had dried out and most of the refrigerant has already escaped. There must have been some reason why the previous owner took the belt off.
