While it is true there is such a thing as three stage paint systems, your terminology is a little mixed up.
Single stage paints are like what you were describing > solid colors which do not need a clearcoat, but can be cleared if so desired for added(wasted IMO) cost. An example would be PPG DCC system. See pic >
Two stage systems are your average basecoat/clearcoat, which is what almost all manufacturers use now. The base color needs the clearcoat to complete the process. PPG's DBU and DBC systems are examples. We have a DBC mixing system in our shop.
Three stage paints, also called tri-coats, are also used on some newer cars as well as custom paint jobs. Our shop just painted a 2000 Dodge Stratus which originally had a tri-coat system. Base color, then a tinted clear, then clearcoat. Other examples of this system would be candy colors and some pearl whites.
