85 turbo vacuum advance vacuum line

On my 85 turbo the line that hooks to the vacuum advance hooks to a port on the throttle body that is next to the port that connects to the line to the charcoal cannister. Those two ports are are controlled by the air bypass screw. Right now I'm hunting down my cold start problem and high idle when warm, which according to all of you guys and everything I read elsewhere too is unmetered air. OK I'm working on that.
My question is how does the vacuum advance and charcoal cannister work when its connected to these ports? I have my air bleed screw turned all the way in. I tried capping off the ports and T-ing the two lines to intake manifold vacuum and that just fully advanced the timing and made the charcoal cannister whine. So after driving the car a couple miles the car was idleing at 2500 rpm and making this trumpet sound from under the hood.
Looking for more of an explanation of how this is supposed to work. A description of the internal passage way would help if anyone has one.
