Yeah, the valve block sounds like a possibility.
I haven't seen that scenario myself but I know that when you have the ignition on and the pressure pumped up, when pressing the brake pedal you will get the fluid to pump out in a continues stream through the back calipers.
Another scenario would be if the brake master cylinder/pedal is acting up (sticking) making the valve block and pump beleive that you are actually pressing the brake pedal.
Maybe the spring behind the piston in brake master cylinder is broken and doesn't push back the piston to its resting position when pedal is released?
That could explain why jabbing the brake pedal would somtimes cure the problem.
