Some lateral shaft play is acceptable (in a used turbo) as the shaft will float on a layer of oil and held in place by centripetal force (like a top spinning)
End play, or play in the axis of the shaft, back and forth is what to look out for. Try wiggling the shaft in your car versus your spare turbo, see if the spare wiggles less.
Disclaimer: I'm no expert, but I've wiggled a few turbo shafts! A brand new one had so little play that I could barely tell it moved. I had a leaky one that had a significant amount of play - it worked well, but did leak oil.
Also, keep in mind a rebuild kit is about $100 and will fix those seals and shaft play, if your shaft/etc is still in good shape.
