Problem solved...I think. It appears to be self-inflicted. When I installed the dash cluster after repairing the odometer, one of the plugs on the rear was not seated correctly. I was incorrect, it was not the battery light that was on with the key and then went out, it was the brake light. So, what I'm thinking is the battery light in the dash was not hooked up and so the circuit was not complete. Now that the plug is seated correctly, the battery light is doing what it's supposed to be doing and the battery has 12v.
Fruitful past few days. New voltage regulator, new heater valve, new heater hoses, fixed odometer, new fuel sending unit, replaced a few lights, tightened a loose door handle, cleaned AIC, new wheel arch trim, and tightened battery clamps. Next weekend we tackle headliner and a few rust spots.
