Thanks for all of the responses you guys have given me through my vacuum ordeal. I've tried it all and my conclusion is I don't have a vacuum leak.
Today I removed the dipstick, cleaned off the top of the tube, plugged the hole in the valve cover and tried to blow into the tube. Its air tight. I also ran the engine and blew into the filler tube and the engine stumbled from the extra unmetered air.
Any air coming in is coming through the main PVC hose which is why when I pinch off the small line the idle drops slightly. The AMM is seeing that extra air and adding fuel which causes the idle to raise.
I read (finally) that the O2 sensor does not come on line until the ENGINE reaches a certain temperature. Thats why the idle will suddenly riase after the engine has ran a few minutes and why I've always noticed a sudden performance change always at the same point on the temp guage.
So why do I have a high idle? I put a 2.8 bar fuel pump regulator on right after I got this thing on the road a year and a half ago and failed my emission test with high NOx. I don't remember what the idle was like before I did that because I had only driven the car for a week on the old regulator. I put on the 2.8 to try and richen things up which apparently I did.
I figure if I want to actually get vacuum in the block I'll need to put a check valve in the big pvc line so it only flows toward the intake.
