If it's up towards the top, then I'd bet that you have a siezed pilot bearing. When this bearing is siezed, it transmits engine rotation through the primary shaft to the transmission while the clutch pedal is depressed. I've seen a few cases where the pilot bearing was so badly siezed that it couldn't be turned by hand - my '89 SPG was one of those cases.
It might also be that the splines on the primary shaft are rusty, so the clutch disc dosn't move enough to fully disengage from the pressure plate and flywheel.
If, on the other hand, the you start to feel resistance when the clutch pedal is lower than 3/4 of the way down or so, then you have either a problem with the clutch hydraulics or the hole on the clutch pedal that the clevis pin for the master cylinder yoke goes through has become elongated.
You could try to pressure bleed the clutch hydraulics (there are various schools of thought on how to do it - search for "Poor man's pressure bleeder" on this site and you'll find what works for me.) That might buy you some time if the master cylinder is starting to go. It might also make it worse, so be forewarned.

Here's the bad news:
- If it's the pilot bearing or the primary shaft splines, dealing with them is as much work as replacing the clutch.
- If the master cylinder is going bad and you replace it, be prepared to replace the slave cylinder down the line unless it's new. And that's as much work as replacing the clutch. BTDT.
It's not so bad on the wallet if you're able to DIY.
