I'm reporting two observations here. Let me split them up.

First
O2 sensor unplugged, reading voltage at O2 sensor lead, again unplugged.

Let car warm to normal operating temperature there will be no fluctuating voltage signal it will either be lean or rich unless you do something to change it like blip the throttle. If your AMM is good I would guess it would read rich. If its bad I would guess lean. (on a cold engine)

Two
Reading voltage at the connector that goes to the ECU, unplugged.
Once the water temp sensor has reached a certain point (see below) you will see the magic fluctuating voltage.

Combine the two
Plug everything together and watch the signal from a COLD start. You will see that the voltage does not swing during the engine warm up, but it will start to swing at something like 160 -180 F. Unplug the sensor and check the voltages. When you unplug the sensor you should notice a change in idle. Check the voltage from the sensor and it will either be rich or lean unless you blip the throttle. Check the voltage at the ecu side of the connector and you will see the swinging voltage. You may also notice a change in idle when you hook up the meter as it seems it uses the path through the meter to ground as the O2 sensor and tries to adust the mixture.

And again, I don't know exactly how it works I just know what I've observed and that is does work. Anything more is just guesswork. I'm just saying that the swinging voltage does not mean you o2 sensor is good or bad.
