the seller is responsible for getting the car smogged, and if you do not, the buyer can collect the expenses to get it smogged from the seller. the smog certificate is good for 60 days, so if they register it in that time they do not have to re-smog.
having said that, if you sell it as a non-running vehicle, you can get a pno registrationg (non running) which will allow you to pay 10 dollars or so and that basically suspends your registration without racking up fees for expired tags when it comes to re-registering.
if you sell the car as a parts vehicle, the buyer will need to get a temporary permit to move it if it does run but is unregistered. if he trailers it then no worries.
once the buyer has it, they will have to turn in plates and registration to dmv (in cali at least) and state that the car has been destroyed (i think). also requires some sort of paperwork from junkyard where it is disposed of (not sure if yard turns in paperwork and plates).
