Under California law any car that's sold requires a smog. The only way around this is to get the DMV to issue a junk title for the car, and sell the "junk" to a new owner. A PNO does not exempt you from the smog requirement AFAIK.
A junk title is a $15 affair. Bring your plates. That's all you need. Tf the buyer wants to resurrect the car, it'll have a salvage title.
When you sell the car, make sure to have the buyer complete a bill of sale and a release of liability, so when he dumps the car somewhere illegally it doesn't come back to haunt you.
