I have the same problem so this is more for informational purposes than anything else.
First warm up the car so it is doing the high idle thing. Then pinch off the small pvc line to see if idle drops. If it does, then maybe you're pulling in air. I've got a turbo and I moved that small pvc line and tee'd it off the ported connection that the charcoal cannister uses and dropped my idle 100-150 rpm.
You can get an assorment of rubber hose nipple caps at the auto parts store. With the car warm unhook the AIC valve hoses from the the manifold and cap the manifold ports off. Start the car and see how it idles. There will be no air getting past the AIC at that point so if it idles right or low you know the computer is telling the AIC to open for some reason. I think thats the real reason. Set your idle to where it should be and take off the hose that points to the top of the manifold and watch the shutter to see if the controll unit is opening it.
Then its trying to figure out why the computer would tell the AIC to open when the idle is high already.
I bought myself a nice meter with dwell function and checked the AIC according to the bently manual. I get two totally different readings depending on which way I connect the meter. I have to belive that's not how its supposed to work.
Like I said not really an answer, but maybe a way to identify where the problem is. At least then you know where to concentrate.
