This sounds like a vacuum leak at the intake manifold. Instead of the propane, use a squirt of oil around the mating surfaces of the head to intake manifold. The oil will starve the mixture and the idle will drop, if there's a vacuum leak. If you zero in on the leak area, just pack it with some grease and see if this helps keep the rpm down. An intake manifold gasket and coolant change will take less than 2 hrs.
