I assume it is a 94 or older, not a 97 900? The 94 NG900 and newer doesn't have a kick down wire.
Is it the same delay between 1-2 and 2-3?
The cable sheating for KD wire can sometimes come loose from its metal crimp connection and that would shorten the cable, simulating a too tightly adjusted cable.
Look at both ends of the cable sheating to see if it is any crimp marks visible as to show sign of that the sheating has moved out of the metal housing.
If so, you might be able to restore the adjustment by very carefully remove the stop block crimped onto the wire up at trhottle linkage.
That would allow the wire to release more.
But be careful so you don't damage any strands of the wire when removing the stop block.
The other thing that is common on these transmissions is that it looses the 2nd gear completly. Some people experiance that as a delayed shift when in fact it is skipping the second gear all together and jump from 1st to third.
