First, have you thought about putting a self sticking wide angle mirror over the existing mirror just to get by the inspection. I have one on my minivan and swear by it.

On to the goods. One the bottom side of your mirror there is a hole in the center. Push on the top edge of the mirror until you can see a gray piece of plastic with a notch through the hole with a flashlight. I think there are three notches. If you simply put your small flat bladed screwdiver in the hole you will run into a rubber gasket. You are not not turning the screw driver, you are trying to pry a large ring like that on a canning jar.

It helps to remove the mirror and do this procedure in a well lit area.

To remove the mirror remove the plastic cover inside the door. It has a small plastic peg in the center. Remove the two trox screws and gently pry the mirror off the outside of the door.

Coincidently I just did this yesterday and had my car inspected. The guy at Goodyear asked how much I drive my car. He was curious how a 1986 car only had 5,000 miles. I told him three years ago when I had the engine & trans. replaced I wanted to start over so I turned back my speedo to 000,000.
