That is one of four bolts holding the instrument and gauge panel into the dashboard. The panel includes the headlight switch, fog light switch (where applicable), power mirror toggles (where applicable), AC, recirculation, rear defrost, and four-way flasher buttons, cigarette lighter, as well as the distribution, heater control, and fan speed rotary knobs. The panel is surrounded by a chrome ring.
I'm not sure how to fix one of these when they strip. My '88 has a couple like that, and I'm beginning to worry about the integrity of the whole thing in a collision as it becomes important for the dash to stay together. I'll leave that solution up to other boarders, and I really hope I don't hit anything because she's so close to 200k it's pitiful.
