Yes, pretty much all 900 older than 94 have problems with the cruise system at some point and time and it could be several different reasons.
Some repairs sounds like BS to me like transmission adjust and switch inside column.
Brake pedal cruise cutout switch on the other hand can very well get out of alignment making the cruise system beleive that you are pushing the brake pedal.
What make your cars problem a little bit difficult to pin point is if they infact have made the cruise system work EVERY time but only for a short while.
To have 3 dealers and one independant Saab shop being able to make it work for awhile and then conk out again, almost make me think it is an intermittent electrical glitch inside the system.
The most common problem is a vacuum hose that runs from the cruise pump motor in to the brake cutout switch and then to accelerator actuator (vacuum bellow). That hose gets old and rots out with age. It's easy to test that hose system by disconnecting it from pump motor and apply vacuum to the hose. If the hose is intact, the throttle lever on engine should move.
That would also verify if the vacuum portion of the brake pedal cutout switch is working.
After that it gets more tricky to fault trace and you need some knowledge of the system and where to check for power and ground signals.
One other test could be to take your left foot and slightly lift the brake pedal upwards and at the same time push the cruise button. If the cruise kicks in, you still have a bad adjusted brake cutout switch.
