Does not sound like Tstat to me. Sounds more like impeded coolant flow either the pump or through the heater core. At idle the water pump is not cranking as hard, and a somewhat clogged core will cool off a bit as less hot coolant flows. At speed there is more flow pressure that may be sufficient to move enought coolant thru the clogged core to get heat.
