Fluid in the system doesn't matter. The front calipers will not compress if the parking brake adjustment mechanism is not backed off, fluid or not. (I learned this years ago when I was new to Saabs -- couldn't compress the piston, so I opened the bleeder screw and *still* couldn't get it to move. WTF? I said, then I learned about the handbrake mechanism).
Sometimes it looks like you've screwed in the piston (on the inboard side of the rotor) all the way, but the other piston (that actuates the yoke) is still out. You really need to make sure the handbrake mechanism is backed off all the way or you won't get the pads in.
With the inboard pad out (you should be able to extract it with a slide hammer), lever the yoke outboard and see if the piston on the inboard side of the rotor moves toward the rotor. If it does, screw it in further. (But also check the pad thickness as others have stated -- if you're using non-vented pads with vented rotors it won't work).
