NO,NO,NO. Unless you are prepared to shell out another $3000 to put in a new tranny right away. Yes you may get the car to upshift by popping the throttle pressure but this is a problem that will only get worse and there is likely no easy or cheap fix. The second band is probably not applying properly due to a defective servo which cannot be fixed in the car. I used to rebuild these tranny's (BW T-37) for a large Saab independent shop so please take my word. There are lots of quite good Saab C900's available for that kind of money including turbo's with stick shifts (which are much more reliable). In general, if you buy a used C900 you want to avoid one with tranny problems as the R and R (removal and replacement) labor is comparatively large. The BW T-37 automatic, despite its apparent simplicity, is not a gearbox to entrust to just any rebuilder and "hard" parts (gears, shafts, drums etc.) are getting scarcer and costlier. Even years ago the only source for most of the parts was Saab (due to an agreement with Borg-Warner) and so the parts prices made rebuilding a challenge. Don't even consider a salvage unit. You'll have $1000+ in labor hanging on the question of how far that used gearbox will go.
Find a car with a 5 speed that does not have bearing noises and does not pop out of any gear, especially fifth and is not difficult to shift into any gear (esp. fifth). These are all classic signs of worn out bearings which is the main problem with high milage or abused five speeds. Pay a Saab mechanic to drive it before you buy it. I still buy good cars with shot T-37's and put fresh 5 speeds in them, BUT I pay much less than 4K for a nice, solid car with a shot T-37. If you must buy THIS car figure on about $2000 for a properly built T-37 (with shipping and core return) and about $1000-1500 for the R and R. Anyway, keep in mind that the automatic is only a three speed. Who wants to go 125 mph in third gear! (ha ha.)
