Everything seemed ok, checked for vacuum leaks, cleaned throttle body, aic, checked NTC etc. One thing I found was that in the connector, one of the contacts for the NTC was pushed back and not making contact. That helped with surges in the idle.

I followed townsends basic idle page: http://townsendimports.com/Web/tuneup_folder/adj_basic_idle_lh2.1.htm

But couldn't get it down. It was fine until it warmed up then shot to 1200 - 1800. Around town it was about 1200 - 1400 but coming off the freeway it would get really high.

I ended up breaking one of the Throttle Position Sensor screws off so I had to replace the Throttle Body. Upon doing this, I found that two of the mounts for hoses were loose but since they were before the throttle plate, they shouldn't have mattered.

With the new throttle body, I was able to get the idle to just under 1000. I think the most important thing to do when you follow townsends procedure is to be sure that you loosen the TPS because if you don't it really screws things up (before I replaced the throttle body, I was just backing out the idle screw and making sure that the TPS clicked when the throttle moved a little because I was afraid of breaking the other screw).

So, if you haven't already, I recommend you follow townsends procedure and be sure to completely loosen the TPS.
