The center of the hub has frozen to the wheel. I've seen that before. I'd spray the crap out of that area, where the hub pokes out of the rim, with some penetrating oil. I wouldn't leave the bolts loose; I would drive the car a little with the nuts on normally tight. The vibration will help the oil do it's work. After driving it a bit, try it again; if it's still tight, wait a few minutes; using the brakes will warm up the hub/wheel; both will expand. It's not clear which will expand more, so when warm the wheel may be a little looser, or it may be tighter, and you'll want it to cool a bit. But chemicals are great.

Whenever I pull a wheel, I smear the lip on the hub where it comes through the rim with some anti-sieze (while the rim is off). Or just spritz it with some oil (WD-40, etc) and wipe it to create a film. I also squirt some WD-40 onto each lug bolt before I put it back in. Properly torqued, it won't come loose, and it keeps the bolts from siezing. But that preventative will only help you the next time. For now, all I can recommend is chemicals. And yes, wailing on the wheel with a rubber mallet. But also hit it near the hub, because that's where it's stuck.
