Help me understand wastegate....

Hey all, I think I have the basics of the wastegate system in the C-900, but want to make sure. My car is a 1986 16V
My main question is, what is the default position of the gate? Specifically when the engine is not running. In other words, is the door in a default position that diverts the exhaust flow THROUGH THE TURBINE SECTION? OR DIRECTLY INTO THE EXHAUST? oops, sorry about the caps. Or is the adjustment rod serving as a control to not allow either, effectively holding it in a set position between open and closed, where it is moved according to the APC system???. I am also assuming the APC system cannot take the system BELOW base boost levels?
I know the APC system, senses knocking and cuts boost, using the wastegate to divert more exhaust flow into the pipe rather than turbo housing. I think...... the base boost is the default max boost level apart from APC, and the APC allows the car to boost beyond that up to when it senses knock when it opens (or is it closes??) the door and diverts exhaust to the pipe.
I guess what I am asking is, if you disconnected the arm from the door to the control diaphram, and allow the spring to move the door completely, would the car go to NO boost or Full boost?? I think it will go to NO boost?. Sorry if this doesnt make sense.
