Bryan, Yes If piston #1 (closest to the windshield) is flush with the top of the block casting then that is TDC (officially TDC#1) and that's where you want it for assembly purposes. Remember that each piston hits its TDC twice for every full cycle. Once on the compression stroke and once on the exhaust stroke. With the head and cams off there is nothing distinguishing the compression stroke from the exhaust stroke. The tough part comes when you time the cams. Having the chain off by a single tooth is a subtle visual distinction and will cause significant performance problems so take your time and check everything more than twice. After you get the chain on the cams roll the engine a couple of full cycles and recheck the cam timing, then do it again. Sometimes the best way to visualize this is to move the chain by a tooth and look at the difference (If you have the time). This engine turns clockwise when veiwed from the front (as do almost all car engines), and the front is against the firewall you know, so turn it that way when you check it. That loads the chain properly for checking. NEVER turn the engine by turning a cam! The easiest way is to raise the right front wheel, put the car in 1st gear and roll the wheel (forward) by hand.
