turbo not working, why?

One day last week I noticed my car (87 turbo) wasn't even boosting into the yellow zone. Before that, it would go 2/3 into yellow. I had disconnected the cruise control fuse since the CC was acting up, and the turbo was fine. I reconnected that fuse and no change.
I disconnected the hose from the APC solenoid to the wastegate and went out for a spin. I could get boost just into red, if I really floored it. Otherwise, pretty much the same.
I looked at the turbocharger, looked clean and there wasn't any play in the spinner.
When driving, I can hear the turbo spool up, but to not much effect.
I checked the turbo bypass valve - it's good.
I tightened the various hoses and looked for cracks, but didn't see any. Most of the smaller vac hoses are new silicone. The APC box is plugged in firmly.
So from what I've read, there are a few possibilities -
1. could be the switch above the brake and clutch pedals gone bad. Would this be a problem if the CC fuse is pulled?
2. maybe the knock sensor is preventing the turbo from boosting? But I hear it spooling up.
Any ideas are most welcome. Any other tests I should do? This is frustrating, since it happened suddenly (not while driving) and I can't seem to find a reason for it. A turbo car without the turbo isn't so fun!
