Catalytic Converter leads to Mass. Inspection Failure ?

Almost exactly two years ago I got the 2.5 inch ss turbo-back exhaust system from Saab Savior for my 87 900t. I got a Mass Inspection at that point and passed the emissions with flying colors. Now, two years later I fail for Hydrocarbon (3.66 versus limit of 2.00) and NOx (3.41 versus limit of 3.00). The failures occurred at the Cycle 2 and Cycle 3 portions of the test - it looks from the graph as if it passed Cycles 1 and 4-6. My mechanic at Grafton Foreign Motors (Patrick) says he's 90% sure it is the catalytic converter that has failed. A replacement is only $80 from Saab Savior - John says the warranty is only one year. I would rather have a part that lasts SLIGHTLY longer than two years (they only check emissions every other year, so more than two years life would get me at least four years of use). Anyone else go through this experience? Advice?
