Aerod, are we talking about a pre-88 car with front P. brake? If so, and it's not a stuck cable (right?), then lube probably won't help anyway. The cause of this problem is a chewed-up little composit seal that then binds up the lever. Separate the caliper from the yoke and pull out the P. brake lever (on the caliper), pop out the little composit seal and replace it. I usually have to get those from Saab but check with the parts houses on this site. Wire brush any rust off of the shaft of the lever before you put it back. If it's really corroded I would replace it. New ones are available from Saab for like $45. You might find a good clean used one if you call enough Saab shops. Make sure that you get the correct side (right or left). You can buy a caliper complete with yoke and lever for $$$$ or just the caliper for like $80 or less but then you need a good P. brake lever. First thing though is to separate the cable from the p. brake lever and be sure that the cable slides freely. Good luck.
